Locked Out trunks

We have this old Op11, and we have some trunks for CO lines. The problem is when, say a secretary, receives a call and transfers to another extension and after finishing talking this last user hangs up, the trunk doesn´t notice and appears in use and after a while gets LOCKOUT status. I suspect that is related to who hangs up 1st, the caller or the called number. Trunks are LOP with SUPN YES and the route has FEDC & NEDC = ETH
I receive several calls a day asking to reset the trunks.

telepath, you have the trunks programmed as SUPN = Yes but maybe the CO doesn't have them programmed that way. Call them to have them add that feature to the lines, or better, have them changed to ground start.
 
Do You Mean set my trunks to Ground start ?
 
Ground start trunks will work better. However, the C.O. has to make the change as well as a change in the PBX. Or you could ask your Telco if disconnect supervision can be applied to your loop start trunks. You should also check the polarity on the trunks. Depending on the CO type that could make a difference for disconnect supervision on the loop start trunks.
