Locked out of Tools -->internet options in IE6 1

Hello. I am all of a sudden locked out of the Internet Options page via the Tools drop down menu in IE6. I open IE6, click on Tools at the top, then selsct Internet Options and a window pops up titled Restrictions with the message This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator. I am still able to access Internet Options through the control panel however. Does anyone know what restrictions might have been made and how I can get rid of them? Is it an Explorer setting or a Windows setting?

PII 400 MHz
WIN98SE - all updates are current.
Spybot has been ran.
Ran Trend Micro's free virus check, came up clean.

Any other info anyone needs?

You'll have to modify the registry

Yes, I actually found another thread dealing with this problem.

I searched the registry for "NoBrowserOptions" and set the value to 0. Internet Options opened right up.
