Locked out of tablet

I have a tablet that has come from a vender. It is running windows 7 home premium on it. I am currently locked out of this tablet for almost everything. I am trying to access functions such as the wireless card, connecting the tablet to my domain, and change group policys. I have activated the built in administrator account, but under said account I can still not access control panel. The error comes up with, action has been canceled .... I can boot into safemode with command prompt and get to the registry, but everytime I change the setting for NoControlPanel it reverts back after I exit and reboot into normal mode. Gpedit.msc is not recognized as a command. Any ideas or help would be great.
 
windows 7 home premium can not be joined to a DOMAIN nor does it have group policies!

you need to have at least Windows7 Professional for joining a DOMAIN or for GROUP POLICY to be used...

Perhaps checking for Malware would be a good step to take.

Resetting Security back to defaults might help.

See if System Restore will get you back to a restore point before your problem with Explorer, OR try the System File Checker.

Try running ChkDsk to check your drive for errors. Right-click your Drive icon/ Properties/ Tools/ Error Checking. Try it first by not checking either box (Read-only mode) to see if it flags any hard drive or file problems. If it does, start by ticking both boxes, in any further rerun.

The hard drive manufacturer will have free diagnostic software that is bootable, or that may even run from within Windows, that will thoroughly check the condition of your hard drive.

The only reason I don't think this is mailware is because it came from the vender like this. I'm pretty sure they changed something to lock everything out. When I am in safe mode I can edit the registry to get my control panel, start button, programs, drives and such. When I reboot in to normal mode the registry is reverted back to locking everything out. I'm trying to change this first I guess. Also, in safe mode I can not access networking on this machine. It just stalls and does nothing when I try to get to the networking portion.
 
Figured it out. It was a program the vender put on the box to lock out and change the registry on every boot. Crafty little prog too. Thanks for your help.
 
Glad you sorted it - I don't suppose you can name the vendor? Why would they do that anyway?
 
Don't suppose you'd like to share which software was locking down all those things? Sounds handy for some computer users I know.... ;)

It was actually called battery something. I don't have the tablet in front of me anymore. It was on a pc2go tablet. Very insteresting peice of software. Sorry I don't have the exact name.
