Locked by a Disk Utility

i`m using WINME. Recently i`ve had a `Unable to Access E drive.Drive locked by a Disk Utility.
This will not allow me to read any cd-roms.Which in turn wont allow me to re boot.
How may i turn the lock off ??

If you use a boot floppy with cd support, can you read from the drive then?
