LockDown Dial Up networking. 1

Hi All,
I've an issue at home whereby the relatives cousins are connecting to the internet using Dial Up Networking and are running up the phone bills.
Without too much effort, is there an easy way in which I can either, get some free software to "lock down" access to DUN or create a user account which does not have access to use DUN?
