Lock the name of the website in the browser address window

Using Frontpage (obviously since it is in this forum) how can I lock in the name of the site in the browser address window instead of the name of the page.

Create a frames page. Make the parent frame always your index.html file and then all your content and links need to be in the bottom or child frame. You can create an empty frame with 0px's even. Choose file > new > frames page. Choose the one with a top and a bottom area then resize the top frame to 0. You can remove the border in there somewhere too. DeZiner

I am confused. Do I do this in my existing website. Then make the top frame index.html? Isn't that the name of the starting page?

Also, I couldn't reduce the frames down below 1 pixel.
