We currently use outlook 2003 in pop3 mode for our retail stores. Each department has a folder and a rule associated with it. The problem is the stores delete the folders or accidentally drag the folders around and it breaks the rules and the organization. Is there any way to lock the folders so they cannot be moved or deleted?

lock folders in outlook

There are several third party tools/programs that can protect folders in Outlook when running in Pop3 mode, a quick search on Google should give you a few examples. Within Outlook itself you would need to be on an exchange server, where you could grant permissions for example you could just grant read access to a folder and not be able to delete the folder, or mails within. As far as I am aware in Pop3 mode no such feature without additional addins or software will do what you require.
