Lock Failed: Unknown Flag 'Full'

I'm new to CVS and am using 2.0.51d under Windows. I can import data to the repository but, when trying to checkout or browse either from command line, WinCVS, or Remotely via Eclipse I get an error message like this:

cvs [checkout aborted]: Failed to obtain lock on c:/cvs_repository/OMNI_SA/ftp_f.cpp,v: FAIL Unknown flag 'Full'

Any ideas what might be causing this?
