Is there a command line (ie. dos prompt) option to force Microsoft Word to look for normal.dot on a specific path?

Not really, but what would be the purpose?
A customised start?
If so, in Tools - Options - File Locations, you can see where the user templates are and the startup.
You can put a .DOT file in either of them.
