Locate Browser with Outlook 2003

I am having a problem with one of my computers. When I click on a link in an email a locate browser window pops up instead of the link. I tried to detect and repair outlook. I also upgraded to office 2003 SP2. These solutions did not work. I read about if you have installed Firefox you could run into these types of problems. Firefox is not install on this machine. If anyone has any suggestions I would greatly appreciate it.
