Locality codes in ps_local_tax_tbl

In the "ps_local_tax_tbl" table, "locality" field, why are some localities duplicated?

For example, localities P1915I and P1915O are both for Williamsburg, PA (CSD). What is the difference?

What is the significance of the final character ("I" versus "O&quot? This seems to occur frequently.

These are locations that have multiple taxes... I is for income tax and O is for the Occupational tax.
