Locale problem in fedora 11

I a having a strange problem
if i insert a CD into the drive it appears on the desktopp but will not mount correctly i det the following error

	Using the fallback 'C' locale.
mount: wrong fs type, bad option, bad superblock on /dev/sr0,        missing codepage or helper program, or other error        In some cases useful info is found in syslog - try        dmesg | tail  or so
reinstalling glibc-common (yum reinstall glibc-common) will resolve the problem untill i reboot at which point the problem re-ocours
any ideas?
 
that just reports on the last item connected, which shows my CD being inserted
I have also noticed that other programs are complaining about the locale issue
for example yum.

No longer a problem I have decided to take the opertunity to test Fedora 12 beta
I suspect I may have had some corruption in my LVM preventimg the reinstall of glibc-common from becomming permanent
