Local User Rights Problem

I am currenlty in the process of migrating my Windows 2000 peer-to-peer users to AD 2003. I am logging in as the user to create the AD profile localy, then logging out, and back in as the local administrator to copy the old profile to the new profile. We are using the "Copy To Function" under System Properties/User Profiles to copy the users old profile to their new Domain User Profile. All seems to work fine however outlook 2003 will not start. The only way around this problem is to give the new domain user local admin rights. Any suggestions?
