how do I create a local user account on a 2003 AD Box? Thanks.

If the computer is a domain controller then you can't, if it's a member server then go into Local User and Groups. You can access it either by manually creating a MMC and adding the snap-in, or by right clicking my computer > manage and selecting Local User and Groups.
