Local Security Policy Lockout/Denial of Access

My Local Security Policy msc is denying my access to it. I am logged in as Admin will full rights on Windows 2000 server this server is located on the dmz. I have noticed some strange connections in my logs and do know that there have been some hacking attacks made on my server is it possible that this was hacked and they have locked my out of my own policys.
