Local Security Authority cannot be contacted

I am trying to add a user to "Act as part of the Operating System" in the local security policy of WinXP SP2 and I am getting the following error:

The advanced page cannot be opened due to the following error: The Local Security Authority cannot be contacted.

I am a local admin on the PC.

Any ideas?
