Local Login DC

What built in user can logon to a DC with the least permissions or is it all or nothing?

Domain Controllers don't have local accounts.

That would explain the absence of a drop down. Is there any group that a user can belong to that can logon to the domain on a DC that cant admin the domain (ADUC)?

Domain Users should work, but why do you want a regular user logging in locally to a domain controller?

Domain Users cannot, by default, log into a DC.

You have to edit the "Allow log on locally" setting in the group or local policy to add that or any other group.
