Local Folders using Office 2003

When I install one Office 2007 application such as Visio or Project on a user that has Office 2003 (Word, Excel, Outlook etc...) the user then gets the Sharepoint local folders option for downloading and editing checked out documents. Any ideas on how I can upgrade all my Office 2003 users with local folders without actually installing a Office 2007 application?
