Local Default Profile used instead of roaming profile

When some of my users log into a windows 2000 Citrix server the roaming profile is not being used. Instead the default local profile is used. It works right for most of my users, but I have had to have these people who are having problems log into the other appfarm. Any ideas on what would be causing this?
