local database cannot open

hi,
i am reciveing the error LOCAL DATABASE CANNOT OPEN
when ever i restart the server (ver 4.11)
i have run the command load dsrepair -na
and select unattended full repair. after this
local database is opend. and its working fine. after i reboot the server it gives the same error
give the good soluton for this..
