Local control from xp creating user accounts on domain 1

Hi i wish to set up for the ICT Co-ord (a Teacher) a link on his/her desktop (xp pro) that they can use to add user accounts to the domain AD without logging onto the server, can anyone help.. Is there a prog i should use in xp/server2003 i dont wish them to remote into the server if at all possible. If i have to though i wish to restrict there rights when in. thanks

If you have already delegated the appropriate permissions to this user in AD then just install "Active Directory Users and Computers" from the adminpack.msi found in the c:\Windows\system32 folder on your domain controller.
Using the following command will install only ADUC and not all management tools..

msiexec /i adminpak.msi ADDLOCAL=FeADTools /qb
