Local Computer Certificates

I've got a VMWare View setup going with Windows 7 Enterprise rolled out on each VM. All basic users that sign into these machines have "User" rights, no admin rights. When hitting MMC, and loading the Certificates Snap-In, the only option they have is the "current user" --- they can't see the Local Computer certficate store. This is causing all kinds of issues as we have self-signed certs on a number of servers here and the root cert that I already have in the Local Computer certificate store can't been seen by "Users" -- I've never seen this before Windows 7 and it's making a mess of things.

How can I grant permission to the "users" on these desktops so they can see the local certificate store??
