Local area connection missing.`

We have many divisional offices that have a window 2000 SP3 server for file and print. When there is major issue with the server we will build an new server in the corp. office and ship out the drive to the divisional office. We are using like hardware for the builds at Corp. so there are usually no issues in the remote location. Recently we have had an issue with one office. When the server is build the NIC shows up as "local area connection" in the network connections and has a static IP address. When the drive is installed at divisional office "local area connection" is gone and replace with "local area connection 2". "Local area connection 2" is configured for DHCP. When we try to change it to the original static IP address it says the address is already in use. Does anyone know what causes this? Is there a way to free up the static IP address?
 
Do a tracert or ping that IP. Did someone accidentally assign that IP to another machine? Check DNS to see what that IP belongs to, if needed.
