Hi, let me know if below is possible

Long-distance calls requires a code to be entered - local calls should have the option of entering a code.

ClientCode:123456 (6 Digits)
MatterCode:ABC (3 Digits)
UserID:XYXYX (5 Digits)

Below examples have demo phone numbers:

Rest of the world
9011442092837061#123456ABCXYXYX#
9011442072836061#020001ABCXYXYX# -> if client code 5 digits not 6 user will add a leading Zero

North America and Caribbean
914412952244#123456ABCXYXYX#
914412952244#020001ABCXYXYX# -> if client code 5 digits not 6 user will add a leading Zero

Local Calls
92844944742#123456ABCXYXYX#
92844944742#020001ABCXYXYX# -> if client code 5 digits not 6 user will add a leading Zero

You really need to tell us the platform you are running on.

3300?
200?
2000?

I will assume 3300.

First issue will be the length. All Mitels that I know have a maximum digit length for Account codes of 12 digits.

Your scenarios require 14. (is the userID field necessary, the extension will be in the SMDR record? )

In your route assignment you enable the call type of Non-Verified account code for the LD routes

In the COS of the sets that need to enter codes, enable Non-Verified Account code for LD. Also define the accound code length as 9 (assuming you can get by without the userid)
