Local and distant steering codes

I am trying to route a call from one Meridian over a VPN to another and out of the second Meridian to an external voicemail system. The call arrives at the second system and is routed through a local steering code (LSC) to remove the first three digits of the dialled number used to route the call on the VPN. The last four numbers are normally the local extension but in this case it is a distant Steering code (DSC) to route the call out to the voicemail system connected to a PRI card. Apparently this is not allowed for reasons unknown. Any ideas of a workaround gratefully received as my head is spinning

I am no sure about this, but dont you have to use a TSC instead of a DSC?. Also make sure to specify the flen number
