For the existing 7-digit route patterns you can insert the area code for the local trunk group. I would also define new 10-digit entries in the ARS tables that mimic the existing 7-digit entries with the area code. Your goal should be to get the call out of the switch whether the end-user dials 7 or 10 digits for a local number. Start to educate the end-users about the change ASAP.
