Loaing Images from a DB

I'm trying to load random images from a Database. This is going to be a internal app and they would like the ability to put company propaganda at the bottom, loading them one at a time. Is this possible ?? or do I need to load all of the images first ?? Also they don't have to be in a database if it is easier some other way.

(They wanted it to look like banners at the bottom of most web pages)
