loading generated menu into a frame 1

I have a frameset with

frame 1 - left top - called "create index" - calls the generation page via an input box and a button

frame 2 - left buttom - called "generated index" - blank on the first opening

frame three - rest of screen

the problem is that when the "create index" page form is submitted the "index" is loaded into frame 1 instead of frame 2. The submit button is href to frame 2....

any ideas on how to get the index to printed into frame 2?
