Load evaluator definition

I have a farm with two servers. Each server has 4 CPU's, 2 GB RAM. The number of users who access to the farm is 23 cocurrent users. Both servers have the same sw installed, about 18 applications.
Which are your advises to define a Load Evaluator with the following rules?
* Number of users per server?
* CPU load?
* Memory load?

Without benchmarking actual usage by the users, it's difficult to be specific, but I would investigate a combined evaluator based on memory and CPU usage.

23 users is not many for one quad server with 2Gb RAM, let alone two load-balanced ones, so it depends entirely on application usage, what the apps are, and how much resources they consume.

18 applications, however, is fairly high for a small installation. You may find that monitoring application usage will indicate that a load evalutor per application would be the way to go.
