Load Balancer Cannot start

Hello, I have load balancer installed.

I believe this is the first time installed.

I perform:

dsserver
dscontrol executor start
dscontrol cluster add <domain>

I get the message:
Error: Maximum number of allowed clusters exceeded.

The packages installed are:
ibmlbadm, ibmlbbase, ibmlblic, ibmlbdisp, ibmlbdoc and ibmlbms

What am I doing wrong. The version is : 05.00.00
