Load Balance two T-1s and Firewall/VPN ;)

I have the following scenerio and would like some ideas:

I currently have two T-1s and would like to load balance between the two. i.e. if one T is buzy, go to the next T or if one is down go to the other. I also want to implement a firewall appliance that has the ability to content filter and RAS VPN. How can I do this efficiently?

On the load balacing issue, this is certainly possible, but your routers as well as your ISP's T-1 connections need to have BGP4 enabled (BGP = Border Gateway Protocol). Your ISP may charge extra for this. That's about all I know about the subject, I haven't had to work on an implementation of this, so I don't know how to make it all work.
