load average means

Hi guys,

I've tried to search in google but not quiet understand.
Just wondering whether you guys can give more practical explanation about 3 numbers load average (I know it's load average within 1, 5 and 15 mins) but how the number interpreted.

such as:

load average : 0.00, 0.03, 0.09
