Livelink 9.1 index rebuild error

Hi there,
I'm trying to rebuild an index for Livelink 9.1 and I get this error below.

Attention, a problem has occurred: Could not get the DDRegions from the admin server ({'server','5858','Admin','livelink','C:\\OPENTEXT\\config\\opentext.ini'}) for DBName (serverX2099X990765X75128).

Does anyone have any experience this issue and what a resolution might be?

...also if I do a purge and rebuild I get this error:

Attention, a problem has occurred: CreateDatabase failed! Cannot find or parse the con or tok file.

Any help is appreciated
