No, that's not a voicemail-to-email, that's just letting your voicemail server allow email clients in by IMAP.
There's no SMTP involved - you're not sending mail anywhere beyond the Aura Messaging mail server. You're just letting clients connect to that mail server with a client.
In your classes of service, there's IMAP/POP3 access allowed or denied. So, considering it's enabled on the default classes of service, presume everyone on your system could add a mailbox in Outlook pointing to the MSS with their voicemail credentials.
The IMAP4/POP3 access log would be the thing that tells you which users have tried to use the feature
