Listerner wont start on NT 40 TSE while installing 8.1.6

Every time I try to install Oracle 8.1.6 on Windows NT Terminal Server Edition. The installation freezes while trying to start the listener. I have also tried to start the Listener manually. I never get an error, it just hangs.

I was using the wrong protocol ICP - instead of TCP. Yet, I could never install an instance, it always complained of ORA-12560- generic networking error. Oracle would not support me, 8.1.6 is not certified on NT 4.0 TSE.
