listening port

Hello,
I set up apache on windows xp and I couldn't view the web page from another pc. I changed the listen port to 3900 from 80 and typed in:

http://www.myaddress.com:3900/

and I was able to get to it and view the pages. Is there any settings in windows xp that I need to change to for it to work without having to type in :3900? Could it be that my ISP is blocking port 80 ( if so, I shouldn't be able to view ANY web pages, right?) ?? Any info/advice will be greatly appreciated. Thanks in advance.

With your listen port set to 80, can you view your page by entering

http://localhost
