Listening in to a broadcast from a phone

Hunted around but couldn't find anything so...

Any ideas on how you could dial a number and speak to a group of people who would be able to dial in and listen?

Our thought was: CIO regularly holds an update meeting to the department. Rather than wire him up with mikes and a speaker system, we want to use a wireless headset; he calls a number; anyone wanting to listen, dials into a number - you could also call this number from some phones in the office to act as speakers at the back of the room.

Any thoughts or ideas? We already have the ability to feed our tv feeds through an analogue port on the announcement board, so this would provide a solution for the "dial in for the listeners" part. But I'm struggling to work out how to feed his call to this port easily and with minimum work on his part (or mine!).
 
Yeah, but 6-user limit. Does CM4.0 get round that?
Also need to be able to make it one-way so they can hear him but not he them.
 
Why not skip the phones and put the speech as a .wav file on your company intranet?

We have done that previously, but this is more for "live" and adhoc things. Something that can just be used rather than needing some advance setup/copies etc.
