List Item Fields Conditional on other fields

Is it possible to make fields in a List conditional on the contents of another field eg in a Issue List if you set the status to Completed, make a Closed Date field require an entry. If the status is not Completed then no value is required in the Closed Date field.

Is this possible ?

What are the options available for adding validation based on business rules?
