Think of document libraries as analogous to network directories. Can you see all files on the file system in one view through Windows Explorer?
You could conceivably write a Web part that queries the docs table in the SITE database. MS of course recommends against touching any of the SP DBs, but sometime you gotta do what you gotta do.
Keep in mind also that future versions of MOSS are going to place the documents back on the file system in some manner.
