Sbj: linux setup of ftp service ?

I am trying to set up a Linux system (SuSe 8.0) to serve ftp sessions opened from client machines (Win32 or Linux). Inetd has been started. View of its configuration shows one of the versions for an ftp deamon to be Active. Ping verifies connection between server and client.
However, client trying to ftp to this server, entering ip address, sees, first, "Connecting". After a brief period of inactivity, the message appears, ‘connection closed by foreign host'. A message prompting user to log in does not appear. Ftp to another host from said client does work.
What configuring steps should be added? Non-anonymous and anonymous logons are needed to function. (Latter are to have less privilege.)
