Linux client-static IP rejected by Windows network

Situation is: a Redhat client tries to set a static IP address. It is connected to a Windows network (not sure if Win2000 or NT). The IP address won't take on the client--probably being rejected by the network. The client works ok in other facilities on Windows networks--just this one facility fails.

What might cause this? I am told the desired address is not in use by another device, based on pinging.
