linksys WUSB11 2.6 no connection to BEFW11S4

I"m trying setup a Linksys wireless AP/ DSL router BEFW11S4 V2 with WUSB11 V2.6 USB adapters. I cannot get a connection with the wireless adapters. I can hardwire to the router with no issues, I have even used different USB ports, cables, and a second WUSB11. I get a message on the WUSB11 monitor utility that says "Scanning". I've reinstalled all software as well as reconfig the router twice. all settings are as instructed. The Linksys techs have been no help other than to send me the drivers I already have. Help please !!

Running WIN98ME on both PC's, current distance from the router is 10 feet.
