Linksys SPA-1001

I have 2 SPA-1001 unlocked units that I am trying to use to extend a analog line from one office to the other using the WAN,

But I an having difficulty getting them to talk. Does anyone know if this will work or must i also have the SPA-3000 to plug the analog line into ?
