Linksys router can't get IP via DHCP

I am having a problem getting my linksys router (BEFSR41v2, 4 port hardwired) to negotiate DHCP. I have it connected to another router via the uplink port (and have also tried connecting it straight to the cable modem)

I click on the status page, and the IP address is 0.0.0.0, I click DHCP Release and DHCP Renew but the IP address is not populated. What are some possible reasons why it can't negotiate DHCP to get an IP address from the upstream router?
 
I've seen this happen once before on a router that had gone through a power failure. The only way around it was to reset the router to factory defaults and rebuild it from there. After that, it worked OK. The model number was different (don't recall exactly), but it was a 4 port router w/ an 802.11b AP builtin.
 
The linksys router won't be expecting to get an IP address on it's uplink port. If you intend to have it downstream from another router that provides a different DHCP scop, connect that to the Linksys WAN port.
