Links open in small window

When I click a link that opens in a new IE window it opens in a small window. It used to open maximized but I dont know why it changed. How can I get IE to save the settings to open maximized? I want it to open in a maximized window instead of a small one. I am running XP Pro with IE6 and all updates installed.
I have tried deleteing the reg key hklm\software\microsoft\IE\main\window_placement

and changing
hklm\software\microsoft\IE\main\fullscreen to "yes"
hkcu\software\microsoft\IE\main\fullscreen to "yes"

but no luck...any other ideas to fix this problem??
