SOME LINKS NOT OPENING. BOTH IN WEB PAGES AND OUTLOOK EXPRESS. HOWEVER SOME LINKS DO OPEN, I HAVE NO IDEA WHY. WHEN CERTAIN LINKS DO NOT OPEN, THIS IS WHAT HAPPENS...WHEN I CLICK ON A LINK OR A SELECTION WITHIN A SITE, THE ARROW CURSOR TURNS INTO A HAND AND NOTHING HAPPENS, IT JUST LOCKS UP. IF I WAIT FOR 3-4 MINUTES, SOMETIMES LONGER THE HAND WILL TURN BACK INTO AN ARROW AND IF I CLICK ON A LINK WHILE PRESSING ON THE Ctrl KEY IT WILL USUALLY OPEN. BUT MOST OF THE TIME THE ONLY WAY TO GET OUT OF THIS IS TO PRES CTRL-ALT-DEL AND EXIT THROUGH TASK MANAGER AND RESTART INTERNET EXPLORER. THIS IS VERY FRUSTERATING. HOPE SOMEONE HAS SOME ANSWERS...THANKS
 
You might try my "78% of the time fix" which is a shorthand version of the article carr cites above:

Open a new notepad session, to be called IE_fix.cmd, and copy/paste the below:

regsvr32 urlmon.dll
regsvr32 Shdocvw.dll
regsvr32 Msjava.dll
regsvr32 Actxprxy.dll
regsvr32 Oleaut32.dll
regsvr32 Mshtml.dll
regsvr32 Browseui.dll
regsvr32 Shell32.dll

Save the file, then double click IE_fix.cmd and answer the prompts. Ignore any error messages.

Reboot and test again.
