Links Missing When Converting to PDF

Problem: I have three separate Word documents that need to be PDF-ed, using Acrobat 7.0 (educational version). All three documents have a table of contents (which are linked within the document in Word). Two of the documents went through just fine, however the third (the largest but only 300 pages) will pdf but the ToC links wont show up.

I understand that this is a common problem and I believe I have tried everything that I can find. (Im sure Im missing something though.

What I have tried: Installing all of the updates available, checked that "add bookmark to pdf", "add links...", Enable accessibility and reflow with tagged pdf", "convert word headings to bookmarks", "convert cross-references and table of contents to links", and "convert footnote and endnote links" are all checked, my styles are all consistent throughout the document, and that Im using the pdf button on the toolbar instead of the print to pdf option (it doesn't work either way).

I have been on many different forums trying to find a solution but haven't come up with anything that seems to solve it. Its probably right under my nose. If anyone has any ideas please let me know.
