Links come up as blank windows

Windows 2000, IE6.
If there is a Link in IE or OUTLOOK, the link will open a Window through IE, but the window will be blank. I have reloaded the service pack and reloaded video drivers, but this has not fixed the problem. Is there a setting that would blank out the windows of forwarding links?
