Linking Two ICSs

I would like to know how to link two Norstar 7.0 Systems together directly by creating a virtual point to point.

I am a very experienced programmer but dont know the exact equipment needed besides the two systems and T1 Cards

Do both system have to be PRI if one of them is already configured with a PRI T1 or can it be done via E&M set up between two T1 cards?
