linking to an .exe program

Hi I am new at this. I am working on a website and need to work with files. I would to know if there is a way to link to a program that I wrote that is an .exe. Or is there some other way of adding data to a file, sorting them and access them.

I am using publisher 2007. The .exe program is on my hard drive and would like to store the data here.
